SWMM3 Manual

I saw this in the 1981 #SWMM3 manual by authors 

Wayne C. Huber, James P. Heaney, Stephan J. Nix, Robert E. Dickinson and Donald J. Polmann, UF

about documenting code.  Note the large 400K size of the program as well.
